Debt Policy Certification Program
Thank you for your interest in the Washington Municipal Treasurers Association (WPTA) Debt Policy Certification Program. This program is designed to provide professional guidance and assistance in developing or revising your debt policy. Your debt policy helps protect your debt officers and entity, and gives your hired professionals and you clear direction of your debt goals. Certification of your policy is also important because it will ensure your policy includes the vital elements that should be addressed in a good and thorough policy. In addition, your governing board and the public will view the WPTA certification as your commitment to a quality debt program and ultimately, preserving the strength and security of your entity's public credit.

NEW! April 2017
A completely rewritten Sample Debt Policy was posted in April 2017. The rewrite culminated a review by bond counsel and financial advisory firms operating within state of Washington as well as reviews by various types of issuers. As a result of the review, the sample debt policy was split into a sample policy and a resource library. Guides for the sample policy and the resource library are included in the front of each document. In addition, the Debt Policy Certification Program now parallels the five-year certification period used for investment policy certification. Finally, a "Development and Criteria Guide" was added providing additional guidance in the development of a policy and the rational for the various elements of a policy.
